Two people charged with manslaughter in fatal I-695 crash that killed six workers

TOWSON, MD—Two people have been charged for their involvement in a crash on I-695 that killed six construction workers in March.

On June 5, 2023, a grand jury in Baltimore County returned criminal indictments charging Lisa Adrienne Lea and Melachi Duane Darnell Brown with six counts of felony negligent manslaughter by vehicle, six counts of death of a vulnerable person, and numerous traffic violations, including aggressive driving and driving while impaired for Lea.

The incident occurred on March 22, 2023, along the the inner loop of I-695 at Dogwood Road. The crash resulted in the deaths of Sybil DiMaggio, Jose Excobar, Carlos Villatoro Escobar, Rolando Ruiz Zelda, Mahlon Joseph Simmons II, and Mahlon Joseph Simmons III.

Brown was arrested by the Maryland State Police on June 5 and is currently being held at the Baltimore County Detention Center. Authorities are still searching for Lea.
