Dulaney High graduating senior named 2025 Baltimore County Young Woman of the Year

TOWSON, MD—Dulaney High School senior Emily Noonan has been named Baltimore County’s Young Woman of the Year by the Baltimore County Commission for Women. Noonan was honored alongside other awardees at a ceremony on May 22 at the Sheraton Baltimore North in Towson.

The annual award recognizes exceptional women in various categories, including “Woman of the Year,” “Young Woman of the Year,” “Woman Entrepreneur of the Year,” and “Woman Making a Difference.”

Noonan’s impressive resume includes leadership roles in numerous student organizations, both within and outside Dulaney High. She served as president of the student government, co-founded and presided over the mental health club Not On Our Watch, and acted as editor-in-chief of the yearbook. Her extracurricular activities extended to the National Honor Society, One Love Foundation, National English Honor Society, Rho Kappa National Honor Society, and Quill & Scroll Journalism Honor Society. She also dedicated her time as an ambassador for Morgan’s Message, a student-athlete mental health advocacy group.

Beyond her school, Noonan’s leadership extended to the county and state levels. She concluded her term as chief of staff for Baltimore County Student Councils, overseeing a 40-member executive board. She also served on the Baltimore County Public Schools Mental Health Advisory Council and was a student representative on the Mind Over Matters Campaign committee. Additionally, she held positions such as special issues deputy director for the Maryland Association of Student Councils and lead programs and events intern for Digital4Good x #ICANHELP, a digital safety non-profit. This past year, she also interned for State Delegate Michele Guyton, gaining experience in researching and drafting legislation related to childcare, environmental, and mental health issues.



Noonan will be attending the University of Maryland, College Park in the fall to pursue a degree in public policy.
