Police seeking tips on 1992 cold case homicide in Baltimore County

NOTTINGHAM, MD—Police are searching for tips related to a 1992 cold case homicide in Baltimore County.

At around 7:30 a.m. on February 28, 1992, a driver took the ramp from northbound I-95 to go eastbound on I-695. While doing so, the driver noticed the nude body of a white female lying in a ditch on the side of the ramp and notified authorities.

The victim was later identified as 42-year-old Judith “Judy” Ann Miller. An autopsy determined she had been strangled. Detectives learned that Judy was at the “Poncabird” (a bar that was located in Baltimore City near Dundalk) the night before her body was discovered. Judy did not have a car and was known to hitchhike in order to get where she wanted to go.

Anyone with information pertaining to the murder of Judith Ann Miller is asked to contact the Baltimore County Police Department.
