Governor Moore appoints Sonia Cho as chair of the Maryland State Board of Contract Appeals

ANNAPOLIS, MD—Governor Wes Moore has announced the appointment of Sonia Cho as chair of the Maryland State Board of Contract Appeals. Bethamy Brinkley—who has served on the board for more than eight years and as chair since 2017—will continue to serve as a member on the board.

“The Maryland State Board of Contract Appeals is absolutely critical for ensuring that state contracts are adjudicated fairly and equitably,” said Governor Moore. “Our administration is committed to ensuring that these principles stand true. Sonia has demonstrated her dedication to the consequential work of this board, and I look forward to her important leadership as chair.”

Formed in 1980, the Maryland State Board of Contract Appeals is an independent agency with the executive branch of state government. The board adjudicates bid and contract disputes between state government agencies and contractors and vendors who do business with the State of Maryland.

Sonia Cho has served as a member of the Maryland State Board of Contract Appeals since 2022. Cho previously served in the Maryland Office of the Attorney General, where she was assistant attorney general for the contract litigation division. She also has broad experience in commercial litigation and practiced law at DLA Piper and Gorman and Williams.

Cho earned her bachelors degree from Binghamton University and her J.D. from the University of Maryland Francis King Carey School of Law.
