Registered Baltimore County sex offender sentenced to 10 years for child pornography

BALTIMORE, MD—A registered sex offender from Baltimore County has been sentenced to 10 years in federal prison for possession of child sexual abuse material, federal authorities announced this week.

Steven Christopher Kelban, 50, of Catonsville, was sentenced by U.S. District Judge Richard D. Bennett to a decade in prison, followed by lifetime supervised release. This is Kelban’s third conviction related to child pornography.

According to his guilty plea, Kelban was previously convicted in 2015 in Alabama for possessing obscene material of minors and in 2016 in Baltimore County for distributing child pornography.

After his release from an Alabama prison on Nov. 20, 2023, Kelban returned to Maryland and registered as a sex offender. A week later, on Nov. 28, the Baltimore County Police Department (BCPD) identified his IP address on the BitTorrent network, a file-sharing system.

Investigators found his IP address linked to a torrent containing more than 2,000 files, including material suspected of being child sexual abuse content. A subsequent search of his Baltimore County residence and cell phone revealed approximately 150 images and 200 videos of child sexual abuse material on his device.

The case was investigated by the FBI’s Baltimore Field Office and the BCPD.
