Baltimore County Police Department detective honored with national service award for protecting children from abuse, trafficking

TOWSON, MD—Detective Scott Kilpatrick, a 21-year veteran of the Baltimore County Police Department, was honored with the 2025 Outstanding Service Award at the recent Crimes Against Children Conference.

Kilpatrick, who has served as a detective for 19 years, is currently assigned to the Crimes Against Children Unit (CACU). He specializes in investigating cases of sexual abuse and human trafficking, with a focus on protecting children.

According to the Baltimore County Police Department, a key part of Kilpatrick’s work is his expertise in trauma-informed interviewing. This method prioritizes the emotional and psychological well-being of child survivors, aiming to reduce further trauma during investigations.

Kilpatrick also trains other law enforcement professionals across the country in this victim-centered approach.
