ANNAPOLIS, MD—The Maryland Natural Resources Police (NRP) are intensifying patrols and enforcement this Independence Day weekend as part of their 17th annual “Operation Dry Water,” focusing on combating boating under the influence.
Maryland waterway users can expect increased patrols and vessel checks as the NRP prioritizes sober boating and overall safety during one of the busiest boating holidays of the year.
“This upcoming July 4 holiday should be a joyous event, especially when spent on the water,” said Lt. Col. Michael Sewell, NRP Deputy Superintendent and Boating Law Administrator. “Unfortunately, this holiday weekend is often marred by boating accidents and tragedies that could have been avoided. Officers will be conducting saturation patrols on nearly every waterway in Maryland, but boaters have to do their part as well by avoiding drinking and operating.”
Alcohol remains a significant factor in boating accidents. According to NRP statistics (PDF), alcohol contributed to six boating accidents and two fatalities on Maryland waters in 2024. During last year’s three-day Operation Dry Water effort, 12 impaired boaters were charged with operating while under the influence of alcohol and other related offenses, the highest number of arrests for the campaign since 2018.
Nationwide, alcohol use is the leading known contributing factor in fatal boating incidents. Additionally, more than 90% of Maryland’s fatal boating accident victims in the past five years were not wearing a life jacket.
The NRP reminds boaters to always have a “sober skipper” on board and to wear a U.S. Coast Guard-approved life jacket at all times. Boaters should also ensure they have enough life jackets for every passenger, file a float plan, and monitor weather conditions closely.
Operation Dry Water is a national initiative coordinated by the National Association of State Boating Law Administrators.
