Maryland Car Rally Task Force dismantles several car rallies in Baltimore County, Harford County

BALTIMORE, MD—The Maryland Car Rally Task Force and its partner law enforcement agencies dismantled six large-scale illegal car rallies across Baltimore County, Harford County, and Baltimore City on Saturday, leading to three arrests.

The coordinated enforcement effort, which began at 11 p.m. on June 28, focused on public roads, industrial zones, and parking lots. Authorities conducted high-visibility patrols and enforcement throughout the region, preventing crowds of up to 200 participants from engaging in exhibition driving, disorderly behavior, and roadway shutdowns.

The task force responded to several locations, including:

  • 10740 Pulaski Highway in White Marsh
  • 1060 Joppa Farm Road in Joppa
  • 11501 Pocomoke Court in Middle River
  • 2401 North Point Boulevard in Dundalk
  • 506 South Central Avenue in Baltimore City
  • Interstate 195 Park & Ride in Baltimore County

Maryland State Police arrested and charged Devon Brown, 24, of Essex, with theft of a motor vehicle. Brown also had an outstanding warrant for larceny. Additionally, Rashawn Brown, 22, of Wilmington, Delaware, was arrested and charged with exhibition and reckless driving. Troy Parker, 18, of Catonsville, faces charges of exhibition driving, uninsured vehicle, and suspended registration.

The Maryland Car Rally Task Force is a collaborative effort comprising the Maryland State Police, and police departments from Prince George’s, Montgomery, Howard, and Baltimore counties, Baltimore City, and the Maryland Transportation Authority Police. The task force was formed to address “takeovers,” illegal activities that involve blocking public roads for dangerous stunts, disrupting traffic, causing property damage, and posing risks to the public. This combined effort is vital in combating illegal exhibition driving across designated regions of the state.
