ANNAPOLIS, MD—Governor Wes Moore on Wednesday announced $37.7 million in funding to support six State Revitalization Programs aimed at bolstering economic development and community revitalization efforts across Maryland. The programs, overseen by the Maryland Department of Housing and Community Development (DHCD), will begin accepting applications on May 28.
The funding will support a range of projects, including business expansion and retention initiatives, façade and streetscape improvements, homeownership and rehabilitation incentives, commercial improvement programs, community facilities, mixed-use development, and demolition activities.
“The Maryland Department of Housing and Community Development’s State Revitalization Programs are valuable tools in our toolbox to spur economic growth by revitalizing communities, creating homeownership opportunities, and attracting businesses to the state,” said Governor Moore. “In collaboration with our local partners, we are building a more resilient state from Mountain Maryland to the Eastern Shore.”
This funding round follows a record investment of $129.5 million in FY 2025, which supported 304 projects statewide. Notably, this included $50 million for the Baltimore Vacants Reinvestment Initiative.
The available funding is distributed among the six programs as follows:
- Community Legacy Program: $5.3 million
- Maryland Facade Improvement Program: $5 million
- Strategic Demolition Fund: $5.5 million
- Baltimore Regional Neighborhood Initiative (BRNI): $9.65 million capital and $499,486 operating
- National Capital Strategic Economic Development Fund: $8.6 million capital and $200,000 operating
- Seed Community Development Anchor Institution Program: $3 million
Applications are due on July 2 at 2:59 p.m. and can be submitted through the DHCD website here. Two application training sessions will be held via webinar on May 28.
Maryland Department of Housing and Community Development Secretary Jake Day highlighted the impact of the State Revitalization Programs, stating that “every dollar of State Revitalization Program funds creates $18 in economic activity, flowing directly into neighborhoods and small businesses across the state.” He added, “When we invest in critical community development projects, we build great places. And great places win.”
